Lothar Haas was born in Zell near Kufstein in Tyrol as the legitimate son of the municipal official Josef Haas and his wife Anna, née Haslinger. After elementary school, he attended the Kollegium Kalksburg and the St. Paul Abbey Grammar School, where he graduated in 1912.

On March 12, 1938, the patriotic Austrian witnessed the demise of a free and independent Austria with the invasion of the German Wehrmacht. Lothar Haas was arrested by the Gestapo on the very day of Austria's occupation and deported to the Dachau concentration camp on April 2, 1938 on the so-called 'Prominent Transport'. When Dachau concentration camp had to be evacuated for the SS at short notice after Hitler's invasion of Poland, he was transferred to Mauthausen concentration camp
