Hugo Leopold Lehrer was born in Vienna as the legitimate son of Hugo Lehrer, a non-commissioned accounting officer, and his wife Ana Amalie, née Kaufmann. After elementary school, he attended grammar school, where he graduated in 1914. He then enlisted as a one-year volunteer in the k.u.k. Infantry Regiment No. 24 'Ritter von Kummer' and subsequently took part in the First World War as an ensign, where he was taken prisoner of war.
As a criminal investigator, he investigates illegal National Socialists undercover and reports police employees who oppose or speak out against the Austrian federal government.
On March 12, 1938, Hugo Lehrer witnesses the demise of a free and independent Austria with the invasion of the German Wehrmacht. On March 13, 1938, he was arrested by the Gestapo, dismissed from the police force and deported to the Dachau concentration camp on April 2, 1938 on the so-called 'Prominent Transport'. He was released from there on March 13, 1939. He then finds employment at the sugar factory in Bruck an der Leitha.
As an employee of the sugar factory in Bruck an der Leitha, Hugo Lehrer witnesses the liberation of Austria and the re-establishment of the Republic in April and May 1945. He is immediately reinstated in the police force.
