Hildegard Walburga Victoria Anger was born in Vienna, the daughter of Gilbert Anger, the owner of a printing company, and Walburga, née Reithoffen. After finishing school, she became an accountant.

Not much is known about Hildegard Anger. In the 1930s, she became involved in the legitimist Reichsbund der Österreicher and rose to become a member of its federal leadership. The Reichsbund der Österreicher fights bitterly for Austria's independence and autonomy and vehemently opposes National Socialism.

On March 12, 1938, Hildegard Anger witnesses the demise of independent and autonomous Austria with the invasion of the German Wehrmacht. On March 21, 1938, she was arrested by the Gestapo due to her opposition to National Socialism and her involvement in the Reichsbund der Österreicher and released from prison on June 10, 1938.

On April 19, 1940, Hildegard Anger is released from prison without trial. She then worked as an accountant.

In May 1945, Hildegard Anger witnessed the liberation of Austria and the re-establishment of the Republic. She becomes a member of the ÖVP-Kameradschaft der politisch Verfolgten und Bekenner für Österreich.
