Hans Hubert Anton Gottlieb Dietl was born in Vienna as the legitimate son of the Catholic lawyer Hans Dietl and Adele, née Sommer. Adele Sommer was Jewish, but converted to the Protestant faith in 1920. Their son Hans Dietl also adopted the Protestant faith at his birth in 1922, but converted to Catholicism in 1928. After elementary school, he attended the Gymnasium Wien 20.

Shortly before his 16th birthday, Hans Dietl witnessed the demise of free and independent Austria with the invasion of the German Wehrmacht. With the occupation of Austria, German legislation was adopted and with it the 'Nuremberg Race Laws', according to which Hans Dietl was classified as a 'Mischling I. Grades' or 'Half Jew'. His mother Adele is considered a 'full Jew' and her marriage to an 'Aryan' protects her from further persecution.

The Reich Minister for Science, Education and National Education did not approve your admission to university studies with WF No. 4380 dated October 30, 1940.

After being banned from studying, Hans Dietl was called up to the 'Organization Todt', where he had to work until the German Reich capitulated.

In April and May 1945, Hans Dietl witnessed the liberation of Austria and the re-establishment of the Republic. He enrolled in law at the University of Vienna in the winter semester of 1945/46. During his studies, he worked at the State Disability Office for Vienna, Lower Austria and Burgenland. He joins the newly founded Austrian People's Party (ÖVP) and the ÖVP-Kameradschaft der politisch Verfolgten und Bekenner für Österreich.

On 14 November 1948, he received his doctorate in law. After completing his doctorate, he was appointed to the Federal Ministry for Social Administration, where he worked until his retirement, primarily in matters relating to war victims' pensions and victim welfare. In 1955, he married Wilhelmine Hoffenreich and started a family.

As a civil servant, he retired and volunteered on the Victims' Welfare Commission and on the Vienna regional board of the ÖVP Comradeship of Politically Persecuted and Confessors for Austria.
