After graduating from high school in 1911, Richard Wibiral studied at the Jesuit College Kollegium Kalksburg at the Faculty of Philosophy of the University of Vienna. He was called up during the First World War. In 1920, he joined the student fraternity Norica.

After completing his studies, he became a grammar school professor and subsequently principal of a secondary school for girls in Vienna 3, where he was also head of department of the Patriotic Front.

After the Anschluss, he was imprisoned in the police detention centre in Vienna 9 from March to June 1938. According to the Gauakt, he had transferred a National Socialist teacher who was the wife of an SA brigade leader. He was suspended in March 1938 and dismissed in April 1939 through retirement, although some periods of service and the function bonus were not taken into account. He then became an insurance agent, then a professor at a private girls' secondary school in Vienna 8. Until February 1943, he was repeatedly questioned by the local NSDAP group and the police.
