After graduating from high school, his father wanted him to study law, but he took acting lessons and attended the k.k. Academy of Music and Performing Arts [today: University of Music and Performing Arts] in Vienna. He made his debut at the Theater in der Josefstadt in 1908 and subsequently played at the Jaro-Bühnen and various provincial theaters in Austria-Hungary and Germany. In 1910 he appeared as an extra in a film for the first time. From 1911, he called himself Paul Morgan.
With the outbreak of World War I, he joined in the general enthusiasm for the war, but was not drafted due to flat feet and varicose veins. In the same year, he made his first appearance in the carbarett 'Simpl' as the successor to Fritz Grünbaum, who had been called up. In 1917, he married the drama student Josephine Lederer.
In 1917, he received an engagement at the Lessingtheater in Berlin. In the 1920s, he made a name for himself as an emcee in Rudolf Nelson's theater as well as in the revues of Herman Haller and Erik Charell. He also appeared in the Kabarett Größenwahn and in the cabaret Die Rakete. Together with Kurt Robitschek and Max Hansen, he founded the Kabarett der Komiker in Berlin at the end of 1924, where great comedians and cabaret artists such as Werner Finck, Wilhelm Bendow and, much later, Heinz Erhardt performed. Paul Morgan also recorded several records with Max Hansen and Wilhelm Bendow at the end of the 1920s.
Between 1919 and 1933, Paul Morgan appeared in over 50 films. In the fall of 1930, he spent time in Hollywood, where he appeared in German versions of American films. After the National Socialists seized power in Germany, he emigrated to Austria via Switzerland in May 1933, otherwise he would have been in trouble because of his political views. His film career is practically over and he only makes a few theater appearances in Vienna and Czechoslovakia. Around 1935/36, he wrote the libretto for Ralph Benatzky's musical comedy Axel an der Himmelstür.
