Engelbert Dworak completed secondary school and then began studying agriculture at the University of Natural Resources and Applied Life Sciences in 1919, graduating in 1925 with a degree in agricultural engineering. In 1919, he initially joins the student fraternity Nordgau Wien, but then leaves with four other members "because of injustice suffered" and switches to the student fraternity Danubia. He later reconciled with the fraternity and became Bandphilister des Nordgaus.
After completing his training, he worked as secretary of the district chamber of farmers, first in Gföhl and then in Hollabrunn from 1927 to 1933. From 1935-1937 he was a member of the Lower Austrian regional school board. From 1932 to 1933, he was a member of the Hollabrunn municipal council for the CSP. During this time, he was made an honorary member of the secondary school fraternity Arminia Hollabrunn.
From 1933 to 1937, he was the regional leader of the VF in Lower Austria and in 1937 he was deputy secretary general of the VF. From 1937 to 1938, he held a seat on the State Council.
After the occupation of Austria by the Third Reich, he was arrested and sent on the first transport for Austrians, the so-called Prominent Transport, on April 1, 1938 as prisoner no.
. On April 1, 1938, he was taken to Dachau concentration camp as prisoner no. 95 according to the Gestapo list, where he had to stay until April 22, 1939. During his stay in the concentration camp, his family was supported by members of the Arminia and Danubia fraternities. After his release, he remained under Gestapo surveillance. In August 1939, he found employment as a worker in a sauerkraut factory and in 1940 as head of the commission department of the Kolben-Kraus company.
After the war, he began as managing director of the Austrian Grain and Brewing Association, then became a partner in Dr. Barta & Co in Vienna and from 1951 worked in the cooperative auditing department of the Chamber of Agriculture for Vienna and Lower Austria. From 1945-1949, he was a member of parliament and local councillor for the ÖVP in Vienna.
