August Otto Loacker attended the German grammar school in Trento. After graduating from high school, he began studying law in Vienna in 1896 and joined the Norica student fraternity in 1897. He continued his studies in Innsbruck in the winter semester of 1897/98 and became a member of Austria-Innsbruck in the same year. In 1906, he served in the Kaiserschützen as a year-old and was discharged as a lieutenant, but was demoted in 1909 for refusing to fight in a duel. After two state examinations, he dropped out of university, became a journalist for the "Arnauer-Volksbote" (Arnau near Tratenau/Hostinne/Bohemia) and later moved to the "Eibe-Post" in Leitmeritz (Litomefice/Bohemia). He is also listed in the 1910 CV general directory as editor and secretary of the Christian Social regional party committee for German Bohemia in Leitmeritz (with residence in Eger/Cheb). In 1914 he completed his military service as a non-commissioned officer. After being seriously wounded, he returned to his home in Vorarlberg and took over the administration of the Gaisbühl lung sanatorium.
After the war, he devoted himself to farming interests. He was involved in the founding of the "Vorarlberger Bauernbund" and became its first secretary. From 1925 to 1931, he worked as a merchant according to the GV of those years. In 1930, he moved to Innsbruck with his family and took over the management of the "Tiroler Bauernzeitung". He then joins the Tiroler Volksverein as its secretary. In this function, he was taken on as a contract employee in the Tyrolean state service.
After the Anschluss, as a member of the "Freedom Austria" resistance group, he was remanded in custody in Innsbruck from 15.10.1938 to 21.3.1939 on charges of preparation for high treason. From August 8, 1939 to June 4, 1942, he was again remanded in custody and then served a sentence in Landshut. Released from prison, the 63-year-old worked as a coal carrier in a coal business.
