Johann Babinsky was born in Vienna as the legitimate son of the sergeant of the same name at the Imperial and Royal Military Geographical Institute in Vienna, Johann Babinsky and Maria, née Vitek. After elementary school, he attended the state secondary school in Vienna's 2nd district. After the death of his mother, his father died in 1913, which is why the captain's widow Maria Ander took over the guardianship. In May 1916, Johann Babinsky interrupted school and enlisted in World War I. World War I. He graduated in June 1917 and began studying civil engineering at the Vienna University of Technology in the summer semester of 1918. He lived in his garrison in Erdbergstraße until the fall of the Habsburg monarchy.
In May 1924, he graduated from the Vienna University of Technology and became a master builder.
