Franz Latzka visits the Volksschule in Vienna and two classes of the civic school (primary school) and then changes to the gymnasium, first in Vienna and then in Hollabrunn, where he joins the middle school compound Arminia Hollabrunn. In 1922 he maturates and begins his studies at the Faculty of Law and State Sciences of the University of Vienna (Dr. iur. 1927). In 1923 he joined the student association Rudolfina.
After the court year, Franz Latzka enters the service of the financial management of Vienna. When Hans Rott was appointed Secretary of State for the affairs of the statutory protection of workers and employees in the Federal Ministry of Social Administration in 1936, Franz Latzka is his secretary in the Ministry of Social Affairs.
After joining in March 1938, Franz Latzka is released from his service and released by forced retirement. He finds employment at the Garvenswerken (including pump production) in 1939, where he works as a procurator until 1945. As a result, he belonged to the Resistance Circle around Lois Weinberger.
After the war, Franz Latzka is rehabilitated and moved to the Ministry of Finance. At the same time, it is also involved in the establishment of the ÖVP and the ÖAAB. In 1945, he was first the principal social policy adviser at the Federal Office of the ÖVP and took over 3rd October 1945 by Karl Kummer the function as Secretary General of the ÖAAB, which he then exercises until 16 April 1946.
Franz Latzka, however, opts for an official career in 1946. From 1946, he is head of the division for basic acquisition, inheritance, capital and motor vehicles in the levies section under the head of section Josef Stangelberger. In 1948 he became head of the unit assessment department, property tax. In 1952 his order is made to the Head of Section and Head of Staff Section in the Ministry of Finance. In 1966 he retired.
