Flora Jellinek was born in Hungarian Hradisch [today: Uherské Hradiště in the Czech Republic] as the legitimate daughter of the stationmaster Isidor Jelinek and Bertha, née Duschak. The Jewish family is active in the community and Flora Jelinek sings in the temple choir. It was there that she met Adalbert Felsenburg, who had moved from Vienna to Hungarian Hradisch especially for his A-levels.

After his A-levels, Adalbert Felsenburg returned to Vienna but remained in correspondence with Flora Jelinek. After his parents agreed to the marriage, Flora Jelinek and Adalbert Felsenburg married in 1903. Their son Walter Felsenburg was born in 1904.

Adalbert Felsenburg initially worked as a court reporter for the Neue Freie Presse, but later specialized in art and culture reporting. From the 1920s, he had an extramarital relationship with the dancer and actress Maria Minzenti. Money problems eventually lead to a falling out with the Neue Freie Presse, whereupon Adalbert Felsenburg switches to the Neuigkeits-Welt-Blatt. As a journalist in Vienna, he is friends with Theodor Herzl and Federal Chancellor Engelbert Dollfuss.

On March 12, 1938, Flora Felsenburg witnesses the demise of free and independent Austria with the invasion of the German Wehrmacht. With the occupation of Austria, German legislation was adopted and with it the 'Nuremberg Racial Laws', according to which she was considered a 'full Jew'. Her son Walter Felsenburg and his wife Claire Felsenburg emigrated to England via Zurich and wanted to take Flora Felsenburg with them. However, she decided to stay in Vienna.
