Günther Goldberg was born in Vienna as the legitimate son of the merchant Wilhelm Goldberg and Bertha, née Steger. Günter Goldberg, who grew up in a Jewish family, had two sisters. After elementary school and grammar school, where he graduated in 1913, he enrolled at the Hochschule für Welthandel [today: Vienna University of Economics and Business]. He is drafted into the I.

After Günther Goldberg graduated from the Hochschule für Welthandel, he married Margarete Ernestine Schlesinger, whose father owned the Kuppitsch bookshop, in 1922. From 1925, he worked as a newspaper publisher and editor of such titles as Christliche Frauenzeitung. Bürgermeisterzeitung, Das moderne Hotel and Donauländerzeitung. In 1926, he and his wife convert to Catholicism and change their surname from Goldberg to Günther. He becomes a member of the legitimist Kaisertreuen Volkspartei (Wolff-Verband), where he rises to become vice president and editor-in-chief of the party newspaper. He then switched to the Christian Social Party (CSP) and ran (unsuccessfully) for both the National Council and the Vienna City Council.
