Franz Fillitz was born in Vienna as the legitimate son of Franz Fillitz, a port employee of the same name, and Margarete, née Kopp. After elementary school, he attended a Viennese grammar school, where he graduated at the age of 18. In 1915, he began working as a trainee at the First Danube Steamship Company. In 1916, he enrolled in law at the University of Vienna and graduated in 1921. In 1923, he married the Jewish war widow Helene Maria Steiner, née Hesz. Her husband Karl Steiner died in 1915. Franz Fillitz had a son with Helene Maria Steiner.

He moved from the materials procurement service to the legal office, where he became a deputy head of department and an authorized signatory

Fillitz was the evil spirit of the company, according to the unanimous testimony of his followers. During the system era, he was the one who acted with the greatest severity against the company's employees and workers who were known to be national or national socialist and did everything in his power to expand the Fatherland Front and maintain the system. He is still in Gestapo custody today.

Franz Fillitz is dismissed as an official of the First Danube Steamship Company and is released from detention in a concentration camp on March 14, 1939.

On his return to Vienna, he works as an accountant at the Hebsach Weaving Mill. As an accountant in Vienna, Franz Fillitz witnessed Austria's liberation from National Socialism and the re-establishment of the Republic in April and May 1945. His wife and son also survived the war. He joins the newly founded Austrian People's Party (ÖVP) and the ÖVP comradeship of the politically persecuted and confessors for Austria. He was professionally rehabilitated and became an authorized signatory of the First Danube Steamship Company.
