Josef Wotypka, known as "Tiperl", was born in Vienna as the son of a postal clerk, attended elementary school and then secondary school up to the seventh grade. He interrupted school to volunteer for military service in 1916. After the First World War, he finished school in 1919 and worked as a trainee in pharmacies until 1922. During this time, he was a member of the "Kaisertreuen Volkspartei". He then enrolled in pharmacy at the University of Vienna. In 1924, he joined the Ottonen student fraternity. In 1925, he completes his viva, marries Hildegard and works as a pharmacy assistant. He subsequently became a member of the Heimatschutz and the Vaterländische Front.

Josef Wotypka was present at the Ottonen board meeting on the evening of the occupation of Austria when they decided to formally disband and join the resistance. He is appointed deputy regional leader of Vienna. He is subsequently also present at the conspiratorial meetings of the group around Karl Burian.

Josef Wotypka is arrested by the Gestapo on October 19, 1938. He is charged with preparation for high treason and sentenced to four years in prison in the main trial of the People's Court from December 7, 1943 to December 9, 1943. After his pre-trial detention was credited, he was released in December 1943, but was banned from working.
