After graduating from high school, Rudolf Grohs studied law at the University of Vienna and joined the Postal and Telegraph Administration after completing his studies. In 1933, when the list of illegal National Socialists included the then Director General Dr. Artur Aigner, who was earmarked as a possible minister after a Nazi coup, there were major purges and new appointments.

As a result, Trade Minister Fritz Stockinger (1894-1968) appoints Section Councillor Rudolf Grohs as President of the Linz Post and Telegraph Directorate.

After the Anschluss, Rudolf Grohs is arrested and transferred to the Dachau concentration camp on 17 May 1938. From there, he was transferred to the Flossenbürg concentration camp on September 27, 1939, where he was released on March 2, 1940. From 1942, he worked as an accountant until the end of the war.
