Karl Fritz was born in Vienna as the legitimate son of security guard Franz Fritz and Elisabeth, née Heißenberger. After five years of elementary school, he attended three years of secondary school before completing a technical college and a special course in electrical engineering. At the age of 14, he entered the service of the municipality of Vienna with the municipal tramway and was taken on as a civil servant at the age of 18.

From October 1913 to December 1918, Karl Fritz served in the Austro-Hungarian army. military and takes part in the First World War. When he returned home, he rejoined the municipal streetcar service.
