Hans Höller completed his military service after attending elementary and agricultural school from 1904 to 1907. In 1909 he joined the Amstetten savings bank. From 1914 to 1917 he was again called up for military service. After the First World War, he was politically active and was a member of the Lower Austrian provincial parliament for the CSP from 1921-1934. From 1924 he was also a member of the Amstetten municipal council, was elected deputy mayor in 1925 and mayor from 1934 to 1938. At the Easter Festival in 1934, he was awarded the ribbon of honor of the Ostarrichia Amstetten secondary school fraternity for his active support.
After the occupation of Austria by the Third Reich, he was removed from office, arrested and imprisoned until August 1938. He was also immediately dismissed as head of the savings bank and replaced by the National Socialist and coffee house owner Josef Hörmann. Other employees of the savings bank, such as Maria Bairhuber, were also dismissed immediately. Hans Höller was then given a job in the St. Pölten diocesan administration. After the Second World War, he returned to local politics as a member of the municipal council and finally as 1st Deputy Mayor from 1955-1958. He also worked at the savings bank again until 1958.
