Josef Anton Luda was born in Vienna, the legitimate son of unskilled laborer Alois Luda and Maria, née Capp. After completing his schooling, he became a belt maker's assistant. Between 1930 and 1934, he is a member of the Republikanischer Schutzbund and the Sozialistische Arbeiterjugend and thus a member of the Sozialdemokratische Arbeiterpartei (SDAP) [today: SPÖ]. After the socialist uprisings in February 1934, he leaves the socialist organizations and joins the Austrian Communist Party (KPÖ).
