Eduard Heinl attended grammar school in Vienna. In 1898, after graduating from high school, he completed a banking course at the commercial academy and studied economics at the University of Vienna. He then joined the Vienna municipal service and in 1910 the state service as a consultant for welfare institutions and trade promotion. From 1904 he worked as secretary to the Christian Social politician and minister Albert Gessmann (1852-1920). In 1918, he was appointed Director of the Trade Promotion Institute of the Chamber of Commerce, Trade and Industry in Vienna. He was a member of the Constituent National Assembly in 1919. He was also a member of the National Assembly from 1920-1934 and held the office of Federal Minister for Trade and Industry in 1920/21 and for Trade and Transport from 1930-1932. From 1926 to 1938, he was President of the Austrian Radio-Verkehrs-AG (RAVAG).
In March 1938, after the invasion of German troops, he was arrested and detained until April 9, 1938, after which he was dismissed from all public offices. He then withdrew into private life.
