Julius Knoll came to Vienna to study law after graduating from high school in 1925. He joined the Babenberg student fraternity in 1926. After graduating in 1929 and completing his year in court, he initially joined the Burgenland provincial government at the Oberpullendorf district administration. He was then transferred to Neusiedl am See, where he became deputy district governor.

Immediately after the Anschluss, he was arrested on March 12, 1938 and taken to the Neusiedl prison. After a few days, he was transferred to the Gestapo in Eisenstadt and from there to the police detention center in Vienna. On May 25, 1938, he was transported on a special train to Dachau and released from there on July 12, 1939. After his release, he found a job as an accountant with his brother in Purbach until he was drafted into the German army in 1940. In 1944, he was taken prisoner by the Americans.
