Julius von Steyskal is born as son of the k. u.k. liner captain (this rank corresponds to a colonel) Julius Ritter von Steyskal and visits the gymnasiums in Marburg/Drau as well as in Graz. After the Matura, he completed his one-year volunteer year in 1895/96 at Corpsartillerieregiment No. 8 (last grade Lieutenant of the Reserve). He then begins his studies at the Faculty of Law of the University of Graz (abs. iur. 1901).
At the beginning of October 1901, Julius von Steyskal enters the service of the post and telegraph administration in Trieste, but in early 1907 he is appointed to the central office of the k.k. During the First World War, he is President of the Director-General for Post and Telegraph Administration and liaison officer between the field post and the Ministry of War. After the First World War, he is taken over by the Republic of Austria and works first in the pension department. Already in 1922, Ministerial Secretary, he is awarded the title Ministerial Council.
In 1924, Julius is assigned to the Postal Promotion and Course Department by Steyskal. At 29 October 1925, he is now appointed as Ministerial Council and Head of this Department. On July 20, 1933, he was promoted to the then I. Service Class (Heads of Sections) and appointed as President of the Post and Telegraph Directorate for Vienna, Lower Austria and Burgenland, Austria's largest. As early as 11 November 1933, he will be entrusted with the management of the Directorate-General for Postal and Telegraph Administration and with 27. December 1933 appointed Director-General. At 31 July 1937 he retired.
Although already in pension, Julius von Steyskal becomes on 14. April 1938 arrested and stays five months until 13. September 1938 in custody. At 31 October 1938, the rainfall will first be fully recognized, but then 45 percent will be granted. It is rather unusual that an already retired official is arrested and his pension is abbreviated in the course of the follow-up. For the first time, only speculated about the reasons.
It could have been a “felt action” because Julius von Steyskal might have removed illegal national socialists in his position at the post office and prevented the setting of such. The arrest could also take place because it was in the referendum on 10. April 1938 may have voted No. The arrest on 14 April and not already in March could have had its cause in it, because at the beginning of April the so-called “prominent transport” into KZ Dachau has taken place and thus document capacities have become available in the police prison. In any case, Julius von Steyskal, after the arrest, is temporarily employed as an insurance agent to compensate for the loss of income.
After the war, he is rehabilitated.
