Already at the age of 14, Wilhelm Schwarz was one of the founders of the secondary school fraternity Rugia alongside Fritz Bock in 1928 and took part in the founding of the secondary school cartel association in 1933. The secondary school fraternity Rugia then merged into today's secondary school fraternity Thuringia Wien in 1937. After graduating from high school, he began studying civil engineering at the Vienna University of Technology. In 1934, Wilhelm Schwarz joined the Rudolfina student fraternity. He was also active in Heimatschutz.
On the evening of March 11, 1938, he was arrested and soon afterwards taken to the Buchenwald concentration camp. After his release in February 1939, he was immediately drafted into the German Wehrmacht. During the war, he was taken prisoner of war by the Americans and was active in setting up the "Austrian Aid Corps".
