Ludwig Anton Fiferna was born the legitimate son of Ludwig Franz Fiferna, an employee, and Helene, née Stöhr. After primary and secondary school, he trained as a blacksmith.

Ludwig Fiferna was a staunch Austrian and opponent of National Socialism. After completing his military service in 1934, he joined the Vienna City Council in January 1935.
