Franz Stoppacher is born as the son of a shoemaker master in Anger near Weiz in Styria. After compulsory schooling he works first in agriculture and later learns the same craft as his father. After that, he deserves his living as an assistant. In 1917, he was moved into the First World War and was taken on 3rd November 1918 was released in prison from 1919.

Later he works as a municipal worker and joins the fatherland front in the 1930s. He is critical of Nazism. In October 1938 he marries Stephanie Markus steadfastly.
