After graduating from the Federal Educational Institute in Traiskirchen in 1927, Franz Zöllner studied law at the University of Vienna and joined the Norica student fraternity in 1927. After graduating, he joined the Lower Austrian provincial government.
After the Anschluss, he was detained for twelve weeks in the police detention center in Vienna 9 and the provincial criminal court in Vienna 1, where he was interrogated by the Gestapo. He was released in December 1938.
He initially worked as a deputy and was drafted into the Wehrmacht at the beginning of the war.
