Robert Steyskal studied law, state science and medicine at the University of Vienna in 1920–1925. 1920 he enters the student connection Norica . After completing the law-scientific and state-scientific studies with the Absolutorium, he initially works in the NÖ state government and then passes to the Federal Ministry of Trade and Transport. In 1935 he was appointed Ministerial Secretary. Later, he is the main service manager and member of the Federal Executive Board of the VF.
After the connection, it will be on 16. March 1938 and released on August 18th, 1938. In 1938–1942 he is a procurator in the private sector. Since 1940 he has been a member of the Resistance Group around Prof. Dr. Karl Meithner (1892–1942). After this group was dismissed in 1942, he was arrested and sent to the local court for criminals in Vienna for preparation for high treason. The Gestapo conducts three searches in his apartment. By judgment of the Vienna Higher Regional Court of 5 November 1942, he is sentenced to two years of breeding house and two years of conscientious loss, since he has committed the crime of preparation for high treason through the performance of support contributions for communist purposes. Norica's membership is particularly pointed out in the statement of reasons. He spends the prison sentence in the breeding house in Straubing. After the arrest, he will be on 8. November 1944 as a tanker.
From the war, he returns to Vienna with war and re-enters the Federal Service in 1945.
On 28. In November 1967 he left the Norica student association for private reasons.
