Agnes Maria Kolar was born in Vienna, the daughter of court servant Josef Kolar and Karin, née Uydrna. After attending primary and secondary school, she did an apprenticeship as a tailor. After completing this, she worked as a seamstress in various companies for around ten years.
In 1927, Agnes Kolar became an educator and worked in Hungary and France. In 1932, she married the teacher Karl Polly. The Christian-socialist Austrian joins the Vaterländische Front and runs the household together from 1937. Their son was born in 1938.
With around 20 to 25 other primary school teachers, Karl Polly joined the legitimist resistance group Austrian Workers' Party (ÖAP) at a physical education meeting in 1940. The group maintains contact with foreign legitimist circles, including Otto von Habsburg-Lothringen. She distributes leaflets smuggled in from abroad and her own.

The activities of the Austrian Workers' Party (ÖAP) did not go unnoticed by the Gestapo. Agnes Polly was arrested by the Gestapo on May 10, 1941 and sentenced to two years in prison in a trial before the People's Court on November 20, 1943. She served her sentence in Stein an der Donau prison and was released on May 20, 1944.
