Franz Hörburger was born the son of a district master hunter, attended elementary school in Bregenz, Bolzano and Mezzolombardo (then Tyrol, now Trentino) and then grammar school in Feldkirch (Vorarlberg) from 1893 to 1901. He then began studying German, Classical Philology and English at the Faculty of Philosophy at the University of Graz, where he joined the Carolina student fraternity. He continued his studies at the Faculty of Philosophy at the University of Innsbruck (Dr. phil. 1906), where he joined the student fraternity Austria Innsbruck and passed the teaching examination.
After a period as a student assistant in Vienna, Franz Hörburger became a secondary school professor in Görz (coastal region) in 1907 and a professor at the grammar school in Linz in 1913. As he was unfit for military service, he continued to work as a teacher and was appointed director of the teacher training college in Salzburg in 1917. In 1932, he received the professional title of Hofrat and was appointed provincial school inspector in 1935.
Franz Hörburger published numerous theoretical and practical works in the field of education and linguistics. At the suggestion of the Association of Austrian Teacher Educators, he is appointed as a representative of the school system as a member of the Federal Cultural Council, of which he is a member from November 1, 1934 to March 12, 1938.
After the Anschluss in 1938, Franz Hörburger is removed from office and dismissed on January 1, 1939 with reduced pay through forced retirement. He tried to improve his financial situation by taking private lessons, but lost his apartment. He also had contact with a resistance group in the military district command.
