Franz Gasteiger graduated from the Archbishop's Grammar School Borromäum in Salzburg in 1927. He then began studying law in Innsbruck and joined the Austria Innsbruck student fraternity in 1927.
After graduating in 1934, he joined the Salzburg state civil service on August 1 at the St. Johann im Pongau district administration. In 1935, he was taken on as a government commissioner in the pragmatic service.
After the Anschluss, he was dismissed without notice as secretary to Salzburg Governor Dr. Franz Rehrl on 14 March 1939, arrested and transferred to the Dachau concentration camp, from which he was released after a year with a Gau ban. In 1940, he was drafted into the German Wehrmacht and did military service on the eastern and western fronts, where he was taken prisoner of war by the Americans, from which he was released in July 1945.
