After graduating from high school in Ödenburg, Emmerich Reuter studied at the University of Natural Resources and Life Sciences in Vienna and joined the Babenberg Vienna student fraternity in 1921. After graduating, he worked as an agricultural teacher in Eisenstadt.

Immediately after the Anschluss, he was taken into protective custody there for eleven days and then dismissed from teaching with reduced pay. He is initially unemployed and then works for an accounting firm in Vienna from 1940 to 1941. Despite qualifying as "politically unreliable", he was drafted into the German Wehrmacht in 1941.
