Franz Greiter began studying law at the Faculty of Law at the University of Innsbruck in 1914 after graduating from the Jesuit grammar school "Stella Matutina" in Feldkirch. He joined the student fraternity Austria Innsbruck in 1914.
In March 1915, he was drafted into the 1st Tyrolean Kaiserjäger Regiment and returned from Italian captivity in Sicily as a first lieutenant in August 1919. In 1920, he completed his studies with a doctorate and began his career as a lawyer. In 1926, he joined the law firm of his father Josef Greiter. From 1929, he was also active in local politics as a municipal councillor and in 1933/1934 as a city councillor in Innsbruck.
After the Anschluss, he was arrested and spent 30 days in police prison. In August 1944, he was arrested again and imprisoned for two months in the Reichenau labor and education camp.
