Alfred Anton Hameter was born in Klosterneuburg near Vienna, the legitimate son of carpenter Josef Hameter and his wife Anna, née Starkl. Nothing has been preserved about his childhood and youth.

In April and May 1945, Alfred Hameter witnessed the liberation of Austria and the re-establishment of the Republic. He joins the newly founded Austrian People's Party (ÖVP) and the ÖVP-Kameradschaft der politisch Verfolgten und Bekenner für Österreich.
