Stefan Niehsner attended the Schottengymnasium in Vienna and joined the Tuistonia secondary school fraternity in Mödling in 1929. After graduating from high school, he initially completed courses in insurance at the University of World Trade and the Technical University, and in 1934 he joined the Versicherungsanstalt der Österreichischen Bundesländer (from 1999 UNIQA Insurance Group AG) as a weekly wage earner, where he was employed in the "Caritas" death benefits department.

After the Anschluss, Stefan Niehsner was imprisoned from March 14, 1938 to May 25, 1938 as a committed opponent of the regime. On September 30, 1938, he was released as an "undesirable element" by the now "Gleichgeschaltete" Bundesländerversicherung and drafted into the German Wehrmacht in November 1938, where he spent the entire Second World War in anti-aircraft defence. He was taken prisoner of war in Russia, from which he was released in the fall of 1945.

After the war, he rejoined the Federal Provincial Insurance Company in 1945. At the same time, he enrolled at the Technical University in Vienna to study actuarial mathematics. He joined Rugia on May 8, 1948. In his insurance career, he slowly progressed through department head and authorized signatory to Deputy General Manager (1963). He also held numerous positions in the insurance association. In 1979, he retired as retired General Director.
