Milan Ludwig Ivan Maria Freiherr Tisljar von Lentulis is born in Agram [today: Zagreb in Croatia] as the legitimate son of the k.u.k. He was born in Agram [today: Zagreb in Croatia] as the son of the Imperial and Royal Infantry General and Gendarmerie Inspector Michael Freiherr Tisljar von Lentulis and Maria, née Mašek von Bosnadol. He attended elementary school and lower secondary school in Agram before transferring to the Naval Academy in Fiume. He then moved to Vienna to attend the k.u.k. Technical Military Academy in Vienna, where he was discharged as a lieutenant in 1903.
Between 1903 and 1905, Milan Baron Tisljar von Lentulis was assigned to Pioneer Battalion No. 1 and then transferred to the Imperial and Royal Military Police Battalion No. 1. From 1907, he attended the war school in Vienna, from which he graduated in 1910 before joining the officer corps of the Imperial and Royal 55th Infantry Brigade.
In 1912, he married Hilda Hermine Tarnóczy von Sprinzenberg and subsequently became the father of two sons and a daughter. His sons were killed or missing in action during World War II.
He took part in World War I, first as a courier, later on the General Staff and finally as Chief of Staff of the Imperial and Royal 55th Infantry Brigade. After the fall of the Austro-Hungarian dual monarchy, the dismantling of the state and the expulsion of the Habsburg dynasty, Milan Baron Tisljar von Lentulis was transferred to the new Austrian army. A devout Catholic, convinced Austrian and legitimist, he became involved in the Reichsbund der Österreicher, the Verein katholischer Edelleute and, from 1934, the Vaterländische Front during the interwar period.
In the Reichsbund der Österreicher, he advanced to head of organization and played a key role in holding events against German National Socialism and for the independence and autonomy of Austria.

Tisljar-Lentulis was a member of the VF, the Verein katholischer Edelleute and the Reichsbund der Österreicher during the system era.
His political views were monarchist-clerical.
Because of his political past, the aforementioned man is not acceptable as an officer in the German Wehrmacht and is rejected.
In Vienna, Milan Freiherr Tisljar von Lentulis witnessed the liberation of Austria in April and May 1945 and the re-establishment of the Republic. He is involved in the ÖVP comradeship of the politically persecuted and confessors for Austria. He retired due to old age.
Milan Freiherr Tisljar von Lentulis died in Vienna at the age of 86 and was laid to rest at Vienna's Central Cemetery.
