Franz Lambert was born the son of an innkeeper from Langenlebarn. After attending primary and secondary school, he also learned the profession of innkeeper and worked in this field continuously thereafter. Between 1916 and 1918, he served in the infantry, but did not go to the front.

In the interwar period, he was a member of the Patriotic Front. From 1936, he owned the Lambert restaurant at Riemergasse 10, 1010 Vienna.

From 1941, the "Lamberti-Runde", the group around Karl Wanner that joined the Antifascist Freedom Movement Austria (AFÖ) in 1942, met in the special room of his restaurant. He hosts the group and makes sure that their meetings can take place without outside guests. In any case, he considered the group to be legitimists.

Franz Lambert was arrested by the Gestapo on February 18, 1943 for "tolerating or encouraging constant meetings of a reactionary group in his restaurant". He was charged with aiding and abetting high treason, but was acquitted on August 15, 1944 due to lack of evidence. He was finally released from prison on September 23, 1944.
