Robert Rintersbacher comes from Vienna-Wieden and is the son of an academic painter. He graduated from the Realgymnasium in Vienna-Margareten (Rainergasse) in 1930, where he was active in the secondary school fraternity Herulia Wien. He then began his studies at the Faculty of Law and Political Science at the University of Vienna (abs. iur. 1935, Dr. iur. 1936), where he joined the Norica student fraternity in 1930.
In December 1935, Robert Rintersbacher joined the higher financial service and worked at the tax office for the 4th, 5th and 10th districts. In 1936, he moved to the municipal authorities of the City of Vienna, where he dealt with matters relating to commercial and social security law.
After the Anschluss in March 1938, he initially remained undisturbed, but was transferred to the district government of the administrative district of Trier in 1939 and dismissed from the civil service in 1940 for political reasons. After being refused a court clerkship, he went into the private sector and became head of the legal office of Alpen-Elektrowerke AG. In 1942, he was drafted and served first in the navy, then in the infantry (last rank: lieutenant).
