Matthias Hemmel completed secondary school in Linz and then studied law in Graz, where he became a member of the Carolina student fraternity. He later moved to Innsbruck and completed his studies in 1918 with a doctorate in law. During the First World War, he enlisted in Infantry Regiment No. 14 from 1915 to 1918 - his last rank was Lieutenant d. R., awarded the Karl Troop Cross. After the war, he joined the Upper Austrian provincial government, where he served in various positions until 1938, becoming a senior government councillor.
After the Anschluss, Matthias Hemmel was imprisoned after three interrogations and two house searches together with his wife (she remained in custody for 5 1/2 months) and his two sons (Herbert was imprisoned for 4 months, Hugo for 7 1/2 months). At the hearing of the VGH on February 28, 1939, he is released from prison with effect from March 1, 1939 and forced to retire without pay. After this, he remains under Gestapo supervision. He was able to continue working there in 1943 as an employee of the Ministry of Agriculture - Linz branch office - in the agricultural office.
