Josef Keckeis began his law studies in Innsbruck after graduating from high school in the fall of 1934 and joined the Leopoldina student fraternity in the same year. He graduated in 1939, became a legal trainee at the Feldkirch regional court and later a court clerk. In 1937, he served in the Austrian army in Hall i. Tirol.
