Heinrich Gottinger attends the Volks- und Mittelschule in Linz and joins Welfia Linz in 1929. At the end of the school, he will be hired to the government of the State in July 1932 and from 1.4.1933 to 12.3.1938 he will be assigned to the State Transport Office.

After that, Heinrich Gottinger will be released indefinitely and arrested on 14.4.1938, because he worked as an assistant to the VF. The transfer to the KZ Dachau. After the arrest, he is temporarily active as a accountant and moved to the German Wehrmacht in 1940, where he remained until the end of the war.

After the war, Heinrich Gottinger becomes head of the employment office Kirchdorf, secretary of the Landes-Works Office Upper Austria and finally, 1948–1955, member of the Landtags for the ÖVP.
