Franz Aigner was born in Vienna as the legitimate son of Franz Aigner, a Viennese municipal employee of the same name, and Franziska, née Bulla. After elementary school and secondary school, he completed further business training courses, such as bookkeeping and business arithmetic. He then worked as an accountant in various companies and at the Federal Statistical Office until 1934, when he became head of the General Secretariat and a member of the Patriotic Front.
In 1937, he joined the Vienna City Council as a clerk. In this position, the opponent of National Socialism witnessed the downfall of a free and independent Austria when the German Wehrmacht invaded Austria on March 12, 1938.
Immediately after the invasion, he was transferred from the magistrate's office in Vienna-Währing to the district administration in Klosterneuburg with a reduction in salary. He has to pay the higher costs of the journey out of his own pocket.
In 1938, he marries the London-born hotelier's daughter Gertraude Dokl. On May 31, 1939, Franz Aigner was dismissed from his position with the municipality of Vienna due to his commitment to the Fatherland Front and his staunch Austrian sentiments.
After his dismissal, he worked as a self-employed tax consultant and accountant. On May 1, 1940, he was drafted into the Wehrmacht. On March 3, 1942, Franz Aigner was banned from working as an independent tax consultant or accountant.
As a soldier in the German Wehrmacht, he experienced the liberation of Austria in May 1945, after which he was immediately rehabilitated and reinstated in the Vienna municipal service. He joins the ÖVP-Kameradschaft der politisch Verfolgten und Bekenner für Österreich.
As a civil servant, Franz Aigner retires and dies in Vienna at the age of 69.
