After the Anschluss, Josef Kessler joins other members of the Confederation and the Cartel in the "Austrian People's Movement", together with Alfred Alt, Josef Bischof, Josef Handschur, Ferdinand Habl, Johann Paukowitsch).

He was taken into protective custody on the night of January 27/28, 1939 on suspicion of "participation in a secret reactionary society" and detained for some time.
