Franz Garsky was born in Prossnitz in Moravia [today: Prostějov in the Czech Republic] as the legitimate son of the unskilled laborer Franz Garsky and his wife, the unskilled laborer Antonia, née Plhal. At the age of four, Franz Garsky moved to Vienna with his family. His father died in the same year. After the defeat of the dual monarchy, the break-up of Austria-Hungary and the expulsion of the Habsburgs in 1918, the family remained in Vienna but took Czechoslovakian citizenship.

After compulsory schooling, Franz Garsky became a dyer and worked in various companies. In 1929, his mother married Josef Korynt for a second time. In the 1930s, Franz Garsky probably joined the Austrian Communist Party (KPÖ). On September 22, 1937, he was apprehended by Austrian border authorities at the Austrian-Swiss border. He is suspected of wanting to go to Spain illegally to take part in the socialist-communist civil war. He is imprisoned until October 19, 1937. Just one day after his release, he is apprehended again at the border with the same intention and is detained until October 28, 1937. As a Czechoslovak citizen, his right of residence in Austria was revoked.
