Karl Berger was born in Nabegg in Lower Austria as the legitimate son of the farmer Franz Berger and Theresia, née Wimmer. After elementary school and secondary school, he attended two classes of commercial school.

On May 15, 1915, Karl Berger was drafted into the First World War. World War I and returned home on July 31, 1918. On June 16, 1919, he began his service at the Vienna Post and Telegraph Office [today: Post Office]. In 1923, he married Antonie Kleppatsch and became the father of a daughter in 1927.

On March 12, 1938, Karl Berger witnessed the demise of a free and independent Austria. Karl Berger did not conform to the National Socialist regime. He was dismissed as a civil servant on March 31, 1939. The exact reasons for this have not been preserved; however, he was dismissed for political reasons.

He then worked for an insurance company and was drafted into the Wehrmacht on October 5, 1944, returning home as a war invalid on April 26, 1945.

In liberated Austria, Karl Berger was immediately rehabilitated and returned to work as a postal worker. He became a member of the ÖVP-Kameradschaft der politisch Verfolgten und Bekenner für Österreich.

He retired in 1961. He outlived his wife by almost eight years, died at the age of 91 and found his final resting place at the cemetery in Vienna-Grinzing.
