Franz Paulmayr attended the Oberrealschule in Steyr and, after graduating from high school in 1912, went to study chemistry for four semesters at the Technical University in Vienna. Here he joined the Norica student fraternity in 1912. From 1914 to 1918, he was drafted into military service, ultimately with the rank of first lieutenant.

After the war, he joined the Bank für Oberösterreich und Salzburg and in March 1938 was on the board of directors of the Steyr branch of this bank. He is also a town councillor in Steyr and district leader of the Fatherland Front.
