Arthur Meichlbeckh began studying law in Innsbruck after graduating from "Stella Matutina" in Feldkirch. He joined the Leopoldina Innsbruck student fraternity in 1906 and was a founding member of the Raeto-Bavaria Innsbruck student fraternity in 1908.

After graduating in law, he entered the service of the local administration for Tyrol and Vorarlberg in 1913 and eventually took up the post of municipal secretary in Hötting. After the Anschluss, he was briefly arrested and subsequently dismissed from his post without retirement pay.
