Josef Musil was born the son of a master furrier, graduated from grammar school in Vienna in 1912 and then attended the A-level course at the Commercial Academy and began his studies at the Faculty of Law at the University of Vienna (Dr. iur. 1918), where he joined the Norica student fraternity in his graduation year. His studies were partially interrupted by military service from August 1914 with Train Battalion No. 2. In 1919, he joined the police service in Vienna as a concept trainee.
In 1927, Josef Musil was transferred to the Ministry of Education and worked on the Presidential Board from 1934. He became its deputy head in August of the same year.
After the Anschluss in March 1938, Musil was briefly assigned to the university section, but was dismissed on November 30, 1938. On February 29, 1940, he was forced to retire with three quarters of his pension. From the beginning of 1939, he was employed in various private companies, and from 1940 he was the administrator of the family estate in Gaaden near Mödling.
