Josef Badstuber graduates from high school in Klosterneuburg and joins the student fraternity Welfia in 1927. In 1929 he was ordained at Klosterneuburg Abbey. After being ordained a priest in 1934, he then worked in pastoral care and as a religious education teacher in Korneuburg.
Following his appointment as a military chaplain from 1939-1940, he enlisted in the Wehrmacht (medical service). In 1944, he was temporarily arrested because he was accused of draft evasion, but this could not be proven.
