Roland Jiresch was born the son of the Viennese magistrate and founder of Rudolfina Robert Jiresch. He graduated from grammar school in Vienna-Währing (Klosterhasse) in 1930 and then began studying at the Faculty of Law and Political Science at the University of Vienna (Dr. iur. 1935), where he became a member of the Rudolfina student fraternity. After completing his studies, he joined the Vienna City Council in April 1935.
After the Anschluss in March 1938, Roland Jiresch was dismissed from his post and relieved of his duties for political reasons on October 31, 1938. In August 1939, he was drafted into the German Wehrmacht, but was discharged at the end of 1939 for health reasons. He then worked in the construction industry throughout the war. From 1940, he was active in the resistance against National Socialism.
After the war, Roland Jiresch was rehabilitated as a magistrate. In November 1950, he moved to the legal department of the city planning department, which he headed from 1956. In 1959 he was promoted to Senate Councillor. After the death of Eduard Chaloupka, Head of the Presidential Section of the Federal Chancellery, Roland Jiresch was appointed his successor and Head of Section in November 1967.
