Josef Liener completed his theological training in Vienna after graduating from high school and became a member of the student fraternity Rudolfina in 1903. After his ordination to the priesthood, he worked as a cooperator (chaplain) in Puchberg am Schneeberg from 1904 to 1906, in Bruck a. d. Leitha from 1906 to 1907, in Lichtental Vienna from 1907 to 1910 and in Niederleis from 1913 to 1914. From 1914, he was a pastor in Raach near Gloggnitz.

As a pastor in Raach near Gloggnitz, district of Neunkirchen, Lower Austria, he was fined in 1943 for telling the following joke: "A child asks his father what lard is, to which the father replies: lard was the spread of the unemployed in the system era [= corporative state]".
