Franz Staffelmayr attended the Realgymnasium in Linz and then transferred to the Bundesgymnasium Spittelwiese. In 1933, he was accepted into the Welfia Linz secondary school fraternity. After graduating in 1936, he studied law in Vienna and - like many Upper Austrians - became active in the Kürnberg student fraternity in 1936.
After the Anschluss, he feared difficulties and moved to Graz in the summer semester of 1938, where he illegally joined the Carolina in April 1939. In order to finance his studies, he worked as a clerk at the military district command in Linz from August 1938 to February 1939. On February 9, 1939, he is dismissed without notice for reasons of state security. After graduating as Doctor iuris on 30.11.1939, he enters judicial service.
When he wants to get married in 1942, he is refused a certificate of no impediment to marriage as he has one arm due to a birth defect. A procedure for forced sterilization was initiated. Only the expert opinion of the renowned primary physician Dr. Josef Lutz, who denies the hereditary nature of the defect, can prevent this. After passing his assessor's examination in 1944, he was refused entry into the Reich's judicial service "for political reasons", but was assigned to the public prosecutor's office in Linz
After the war, Franz Staffelmayr was entrusted with the management of the Linz public prosecutor's office, where he remained in 1970 until his retirement in 1980.
